A railway tool cart includes a cart frame with a pair of wheel sets permitting the cart to travel on railroad track. An upright post has a mast rotatably mounted thereon with an arm projecting outwardly from the mast. An articulated arm is connected via a link to the mast arm, permitting pivotal movement of the articulated arm both vertically and horizontally relative to the outer end of the mast arm. A tool retention apparatus is operably mounted on the outer end of the articulated arm and will hold a tool, to permit movement of the tool on at least two orthogonal axes.
