An improved jointing sand composition and method are provided to enhance the stability of block paving applications. The dry, non-asphaltic composition comprises dried sand or silicates, a water-soluble polymer, and cement. Block paving joints are filled with the dry powdered composition, following which water is applied to promote curing of the composition. Upon evaporation of water, the composition sets to provide a stable material which is resistant to the absorption or permeation of further water, and cannot be rehydrated.
