PROBLEM TO BE SOLVED: To prevent the duplicate registration of membership in a plurality of service centers in service where telephone numbers are registered as membership numbers, and to collectively manage telephone number data by utilizing data communication utilizing a telephone line. SOLUTION: An automatic voice reply device 2A transmits a telephone number to a server 3A via a telephone line 5 in a form of a DTMF signal in order to confirm the propriety of registration of the telephone number (step S7). The server 3A references a master file 4 to check whether the received telephone number is registered, or able to be registered or disabled of registration (step S9). When the discrimination indicates that the telephone number is registered, the server 3A transmits a DTMF signal '1' to the automatic voice reply device 2A of a local center in order to prevent duplicate registration (step S11). Upon the receipt of the DTMF signal '1', the automatic voice reply device 2A informs a user in voice about it that the telephone number has already been registered and further registration is rejected.
