PROBLEM TO BE SOLVED: To manage attending and leaving persons without using a card such as a timecard for discriminating the attending/leaving persons by discriminating the attending/leaving person from the features of the individual eyes by a discriminating mechanism and recording as management information of the attending/leaving persons calendar information and time information when this discriminating mechanism operates. SOLUTION: An optical part 23 is equipped with a light source which irradiates the eye of an employee who desires to register iris data with a specific quantity of light and a camera which photographs an image of the eye irradiated by the light source and the iris data on the employee are obtained based on the image of the eye photographed by the camera. The iris data on the employee obtained by the optical part 23 are registered in an iris data registration part 24. Then, a management information recording part 25 records the attending/leaving information when the discriminating mechanism 15 starts the discriminating operation on the basis of a comparison between the iris data on the attending/leaving person obtained by an optical part 42 of a photographing machine 40 and the iris data registered in the iris data registration part 24 of a recording management machine 20.
