PURPOSE:To attain efficient load sharing for each line by providing a line load state managing section. CONSTITUTION:The line load state managing section 8 has a function holding a load factor being the division of path number connected at present by a weight to the said line at each line in a communication processing protocol processing section 6 or 7 in at least one of communication terminal stations, a function referencing the load factor at each line, deciding a line to produce a path and revising the load factor corresponding to the said line in response to the loss of path. When a path generation request comes from a high-order protocol processing section 4, a communication processing protocol processing section 6 gives a line schedule request to the line load state managing section 8. When the communication processing protocol processing 6 is informed of the selection of, e.g., a line 3a from the line load state management section 8, a path is generated on the line 3a.
