PURPOSE:To manufacture a paving material retaining water permeability by bringing the back face of a water permeable ceramic plate with a bonding agent partly on the back face in contact to an uncured water permeable concrete surface, fixing by pressure and bonding. CONSTITUTION:A bonding agent 8 is provided partly on the back face of a water permeable ceramic plate 9. As the bonding agent, uncured cement mortar of appropriate viscosity can be used. The back face of the water permable ceramic plate 9 has a parallel channel type in section of recessed and projected form. Uncured cement mortar passes through a through-hole 5 of a pallet 7 for mortar, and is applied partly on the water permeable ceramic plate 9. Surplus uncured cement mortar on a plane plate section 4 is removed by the pallet to uniform the thickness and applied. Then, the back face of the water permeable ceramic plate 9 constituted partly of uncured cement mortar is brought into contact, and both are fixed by pressure by adding vibration and pressure to be cured securely.
