PROBLEM TO BE SOLVED: To estimate at least one of the participant and the timing to begin speaking, in communication performed among a plurality of participants.SOLUTION: A time structure information generation unit 14 obtains the time structure information representing the temporal relationship of gaze behavior of a communication participant in a time section corresponding to the end point of a speech segment. Based on at least a part of the speaker information representing the speaker of the speech segment and the time structure information, an estimation unit 15 obtains at least one of the next utterance information indicating the speaker of the next speech segment and the next utterance start timing indicating the start timing of the next speech segment.SELECTED DRAWING: Figure 1
