PROBLEM TO BE SOLVED: To efficiently compress a plurality of similar videos without increasing a processing amount and deteriorating video quality.SOLUTION: An intra-scene/inter-scene adaptive encoding section 6 uses encoded data in which substitutive encoded data used for prediction reference is not retrieved by an inter-scene prediction determination section 5, and encoded data retrieved by the inter-scene prediction determination section 5 for prediction reference among encoded data in a scene video unit in a master stream recorded in a data recording section 2, and converts the MPEG-2 video bit stream into a slave stream.SELECTED DRAWING: Figure 1
