PURPOSE: To provide a manufacture of non-slipping hand rail for building by forming a synthetic resin layer on the outer circumferential overall portion of synthetic resin or the like for building handrails, and also consecutively forming non-slipping uneven portions on a part of the outer circumference of the coated layer in the longitudinal direction. CONSTITUTION: Wall thickness projected portions 10 and wall thinness recessed arcuate portions are alternately formed on a part of the outer circumference with synthetic resin from a fist extrusion molding machine 2 through the elevating operation of an elevation shutter of a variable driving device 8 on the outer circumference of a traveling hollow member consisting of rigid synthetic resin or metallic material during the period of passing through the inner portion of a mold dies 5. After that, wall thickness projected portions 10 and wall thinness recessed arcuate portions are formed with synthetic resin having the same quality as resin from the first extrusion molding machine 2 and extruded from the second extrusion molding machine 3, and a coated layer is made over the other outer circumference. Then, the hollow member is cut by a standard length cutting machine 18 into a predetermined length via a cooling water bath 16 and drawing machine 17, thus manufacturing a handrail.
