PROBLEM TO BE SOLVED: To obtain a water-blocking body capable of simply storing and moving, immediately using in an emergency and readily carrying out waste treatment. SOLUTION: This water-blocking body is obtained by putting carbonized cellulose sponge 2 in which a polymer is directly kneaded and zeolite powder 4 put in a corrugated board 3 formed in a box-like state into a sack 1. Since charcoal-containing cellulose sponge 2 absorbs water and causes swelling by immersing the water-blocking body into water, the water-blocking body is thin and lightweight before absorbing water and facilitates storage and transfer and can be utilized without using soil for packing, because the filler itself absorbs water and rapidly causes expansion.
