PROBLEM TO BE SOLVED: To find a guide route for going through a plurality of way points and staying at the respective way points in a desired state. SOLUTION: A designating means 22 designates a plurality of points. A calculation means 23 calculates go-through time at the respective points in cases where the plurality of designated points are visited in turn in a certain go-through order while avoiding places likely to be jammed. A determination means 23 determines whether the calculated go-through time at the respective points agree with go-through time conditions at the respective points. A selection means 24 selects, as a go-through order for a guide route, the go-through order which is determined to agree with all the designated point conditions by the determination means 22.
