Device has plate elements (13) which take up an inclination of maximum 20[deg] after immersing into the flowing water with maximum 10[deg] deviation opposite to vertical. Plate elements are placed in horizontal direction under force of gravity outside the flowing water and they move in vertical direction when into flowing water. Plate elements are deviated from horizontal position in the flowing water.
