A foreign material separating and discharging device having a vortex flow fan installed at an overflow panel is provided to obtain good aggregates by separately removing foreign materials and soil through the overflow panel by centrifugal force generated when the cleaning water flows along an inner peripheral part of a water storage tank and separating the foreign material from the aggregates. A foreign material separating and discharging device comprises a construction waste input port(110) formed at the upper part of a conical water storage tank(100) having an opened upper part; an aggregate discharge port(120) formed at the lower end of the conical water storage tank; a cleaning water inlet port(130) formed on the lower part of the other side; and a foreign material discharge port(140) integrally formed on the upper part of the other side. Foreign materials and soil included in the construction waste poured through the construction waste input port are turned along the inner periphery of the water storage tank, ejected through the upper part of a center through-groove(151) of an overflow panel(150) installed at the upper inner periphery of the water storage tank, and discharged through the foreign material discharge port formed on the upper outer periphery of the other side of the water storage tank by the cleaning water flowing through the cleaning water inlet port formed at the lower outer periphery of the other side of the water storage tank in a direction of an inclined plane, by a pump. Plural vortex flow fans(152) curved about the through-groove are combined at the lower part of the overflow panel. Aggregates are separated by the operation of a discharge valve installed at the aggregate discharge port.
