A trimmer capacitor and a manufacturing method thereof are provided to improve strength by forming a dielectric layer after forming a fixed electrode on a ceramic substrate. A fixed electrode is formed on a ceramic substrate(S100). A dielectric layer is formed with surrounding a fixed electrode on the top of the ceramic substrate(S110). The fixed electrode and the dielectric layer(S120) are plasticized. The ceramic substrate is diced. A discrete dielectric chip is formed. A rotor for the trimmer capacitor is formed on each dielectric chip(S130). The rotor for the trimmer capacitor comprises a movable electrode. The movable electrode generates electrostatic capacity. The rotor for the trimmer capacitor varies the electrostatic capacity through rotation adjustment.
