PROBLEM TO BE SOLVED: To provide a control rod drawing monitoring apparatus and a nuclear reactor output control apparatus using it, capable of inhibiting generation of control rod withdrawal inhibition caused by the swaying of a neutron bundle signal. SOLUTION: The control rod withdrawal monitoring apparatus is provided with a first flattening part 1-2 for carrying out the flattening processing of a neutron bundle signal outputted by a neutron detector, positioned at a periphery area of a control rod drawn; a second flattening part 1-3 for carrying out the flattening processing of an average output signal in the reactor; and a grain determination part 1-5 for outputting a signal obtained by reducing the signal obtained by the flattening-processing at the second flattening part 1-2 by a signal obtained by the flattening-processing at the first flattening part 1-2 as a gain.
