PROBLEM TO BE SOLVED: To provide the mobile videophone that enhances a frame rate by reducing a moving picture coded data amount without lowering image quality. SOLUTION: The mobile videophone is provided with a quantization coefficient part 12 for specifying a quantization coefficient Q in the unit of macro blocks, a quantization section 4 that conducts quantization by using a Q value being a value of the quantization coefficient Q specified by the part 12, and a variable length coding section 10 that applies variable length coding processing to quantization data generated by the quantization section to generate coded data vd1, and also with a quantization difference information section 14 that outputs quantization difference data being difference data between the Q value this time and the preceding Q value to the variable length coding section 10, the quantization coefficient section 12 sets the quantization coefficient so that a difference between the Q value this time and the preceding Q value is within a prescribed value to approach the Q value to an ideal Q value and the variable length coding section 10 transmits coded data in which the quantization difference data are included. |
