PROBLEM TO BE SOLVED: To prevent the temperature of an induction heating coil from rising by reducing heat energy emitted from the inner surface side of a heating member. SOLUTION: This fixing device is equipped with a heating roller 2 for heating paper P, a pressure roller 3 abutting on the outer surface side of the roller 2 and pressing the paper P against the roller 2, and an electromagnetic induction coil 11 positioned to be opposed to the inner surface side of the roller 2, generating electromagnetic wave when a driving current is supplied to the coil 11 and heating the roller 2 by the electromagnetic wave. Then, all the emissivityεof the inner surface side of the roller 2 is set to <=0.3.
