PROBLEM TO BE SOLVED: To provide a developer and an image forming method by which an image having excellent developing property and plate wear can be formed, development scum accumulating in a developing tank in a developing process can be significantly decreased and the process can be stably carried out for a long time. SOLUTION: A negative-working picture forming material is developed by using a developer containing at least one kind of carbonate, at least one kind of hydrogen carbonate and a nonionic aromatic ether surfactant expressed by X-Y-O-(A)n-(B)m-H by 1.0 to 10 mass% and having 8.5 to 11.5 pH and conductivity x satisfying 30<x<100 mS/cm. In the formula, X represents an aromatic group, Y represents a single bond or a 1-10C alkylene group, A and B are different groups from each other and represent either -CH<SB>2</SB>CH<SB>2</SB>O- or -CH<SB>2</SB>CH(CH<SB>3</SB>)O-, and each of n and m represents an integer 0 or 1 to 100.
