PROBLEM TO BE SOLVED: To provide a passenger conveyer having safer cleat bodies capable of preventing passengers from being hooked and a method for manufacturing the conveyer. SOLUTION: The passenger conveyer comprises a frame body installed in a building structure, landing floors provided at the both ends of the frame body in the longitudinal direction, and step treads endlessly connected for moving/circulating between the landing floors. The step tread has the cleat body 13 where a plurality of cleats 14 are formed parallel to the depth direction by folding a steel plate like a wave shape.
