PROBLEM TO BE SOLVED: To provide a method of manufacturing blast furnace granulated slag by which the concentration of fluorine eluted from the blast furnace granulated slag is decreased to≤0.8 mg/L. SOLUTION: When the concentration of fluorine in cooling water circulated to be used is≤18.5 mg/L, the concentration of suspended sludge in the cooling water circulated to be used for the manufacture of the blast furnace granulated slag satisfies 0<(the concentration [mg/L] of sludge suspended in the circulated cooling water)≤210. When the concentration of fluorine in cooling water circulated to be used is >18.5 mg/L, the concentration of suspended sludge and the concentration of fluorine in the cooling water circulated to be used for the manufacture of the blast furnace granulated slag satisfies 0<(the concentration [mg/L] of sludge suspended in the circulated cooling water)≤(-50)×(the concentration [mg/L] of fluorine in the circulated cooling water)+1,000 äwhere, 0<(the concentration [mg/L] of sludge suspended in the circulated cooling water)≤21018.5<(the concentration of fluorine in the circulated cooling water)≤20.0}.
