The present invention relates to a cosmetic composition stabilizing an insoluble ingredient and, more specifically, to a composition for enhancing the solubility of an insoluble ingredient, which comprises tetrahydroxypropyl ethylenediamine (THPEDA) and an amphiphilic polymer, and has a hydroxyl group enabling a hydrogen bond with an amino group of THPEDA. The cosmetic composition dissolving the insoluble ingredient of the present invention has functional effects such as wrinkle improvement or the like by the insoluble ingredient through not precipitating the insoluble ingredient, and stabilizing and maintaining the insoluble ingredient over effect concentration.
