PROBLEM TO BE SOLVED: To identify the position of a mobile controller such as a mobile telephone, portable radio equipment, a PHS, etc., to securely restrict the use of the mobile controller by restricting to a specific area which is a use prohibition zone and a use self-restraint zone.SOLUTION: A use restriction system 1 can detect identification of the position of the mobile controller 6 in a pinpoint manner, so that can accurately determine whether a mobile phone or portable radio equipment 5 is located in a use restriction zone 2. Thus, the use of the mobile phone or the portable radio equipment located outside the use restriction zone is not restricted.
