PROBLEM TO BE SOLVED: To provide an LID(liquid immersion type developing) copying machine in which a toner image having high toner concentration can be formed by eliminating a liquid developing material from the background area of the image and eliminating excessive carrier liquid from the image area thereof. SOLUTION: In a plural-zone LID image developing and adjustment device 22a, a plural-zone image developing and adjustment device 25 having a funnel- shaped developing and adjustment area is included so that the discharged respective developing toner images are provided with the solid density of about 20% and the fluid layer thickness of about 5 microns. A measurement and adjustment belt 26 for drastically eliminating an excessive carrier liquid from a tone layer formed on a surface 13 is included in the device 25 and an extremely narrow measuring gap controlled by pressured air or the other fluid is utilized there.
