Water pipeline is positioned between base and casing. Combined paper tissue and hand washing soap delivery system has mechanisms for dispensing paper tissues and soap, as well as constructional members similar to dispensing system members, including water pipes. Such construction prevents dispensing mechanisms and any objects from soaking during prophylactic cleaning process. EFFECT: simplified construction and increased efficiency. 13 cl, 4 dwg
