PROBLEM TO BE SOLVED: To control power generation of an alternator in response to a control state of air-fuel ratio and reduce exhaust emission in starting an engine. SOLUTION: This power generation control device detects an operating state (S1), inspects cold starting or not by a starting time determination based on the operating state (S2), and turns off a relay for controlling an L terminal to stop the power generation of the alternator in the case of the cold starting of the engine (S3). Then, the power generation control device inspects whether or not the air-fuel ratio control of the engine transfers from the starting time control to the normal control, or whether or not battery voltage VB is lower than a set voltage (S4). When the air-fuel ratio control of the engine has not transferred to the normal control and the battery voltage VB is not lower than the set voltage, the stop of the power generation of the alternator is kept eliminating power generating load to decrease consumed air amount of the alternator of the engine, and discharge amount of the emission is suppressed to totally improve exhaust emission.
