PROBLEM TO BE SOLVED: To provide a voice synthesis device, a voice synthesis method, and a program capable of efficiently generating a text with tag.SOLUTION: A voice synthesis device 1 includes: a content selection part 10: a content generation part 20; and a content registration part 30. The content selection part 10 determines content including a text with tag in which tag information for controlling voice synthesis is added to a text as a target of voice synthesis, that is, selected content from among a plurality of content registered in a content storage part 40. The content generation part 20 generates new content by applying the tag information of the text with tag included in the selected content to a designated text.
