The ground wireless base station 32 is present between the ground wireless base station 31 with which the on-train wireless station 21 is communicating and the ground wireless base station 33 that forms a communication area which includes a travel permission point 61 determined according to the location of the train 2. The base station control device 41, while communicating with the ground wireless base station 31, reserves wireless resources for the ground wireless base stations 32, 33.
