PURPOSE: A method for constructing a function for preserving a connection link in an ATM exchange is provided to construct a preservation function easily and efficiently by embodying a model of a preservation function. CONSTITUTION: A connection link testing/monitoring function receives a message of demanding a testing/monitoring(S402). When the message of demanding the testing/monitoring is not registered, the connection link testing/monitoring function transmits a response message pertinent to the testing demand to a function transmitting the message of demanding the testing/monitoring(S411). On the contrary, when the message of demanding the testing/monitoring is registered, the connection link testing/monitoring function transmits the message of demanding the testing/monitoring to a resource to which a pertinent link is connected(S404). After this, when there is no response from the resource(S405), the connection link testing/monitoring function requires a circuit testing/monitoring of a pertinent circuit in order to confirm a disorder of the pertinent circuit(S406). When there is no response about the pertinent link(S407), the connection link testing/monitoring function checks whether a partner circuit is a failure or not(S409). At this time, the partner circuit is connected to the pertinent link. According to a checking result, the connection link testing/monitoring function changes a state information of the pertinent link by transmitting the checking result to a library(S408). After receiving a testing/monitoring time message from an operation system(S412), the connection link testing/monitoring function performs the testing/monitoring(S402). When receiving a change demand message of a testing/monitoring period(S414), the connection link testing/monitoring function changes the testing/monitoring period(S415).
