The objective of the present invention is to provide an optical measuring device having a simple configuration, with which it is possible for a small amount of plaque to be detected reliably, and which can be incorporated easily into a toothbrush. This optical measuring device includes: a plurality of light sources which irradiate a specimen with light having a plurality of mutually different wavelengths; a detecting unit which detects the intensity of each inspecting light generated when the plurality of wavelengths of light are irradiated onto the specimen; and a control unit which computes an amount of a fluorescent substance being measured, on the basis of the intensity of each inspecting light detected by the detecting unit in accordance with the plurality of wavelengths of light.
