SOLUTION: When a user A speaks to a user B, a voice is inputted through a microphone 6 to a voice input and output processing part, and the voice is encoded by a voice encoding and decoding processing part, and transmitted to a device B as a voice packet. At the time of recognizing the input of a voice (the presence of a voice), the PAD part of the device B instructs a voice encoding and decoding processing part to decode the voice, and still image communication which is being operated at present is switched to moving image communication by a video encoding and decoding processing part. In the same way, the still image communication is switched to the moving image communication in a device A after the speech is executed, and a moving image is reproduced on a monitor 4 of each device A and B.
