PROBLEM TO BE SOLVED: To provide a poly ion complex membrane capable of giving sufficient flux at a low pressure while maintaining desalination capability and provide a water treatment apparatus using the poly ion complex membrane. SOLUTION: The poly ion complex membrane 20 comprises a water-permeable support and poly ion complex layers holding a poly ion complex formed by bonding a polymer having positive electric charge and a polymer having negative electric charge to the water-permeable support in layers and the polymer having the positive electric charge is a cationic polymer having a cyclic amidine structural unit. The water treatment apparatus comprises such a poly ion complex membrane 20, means for supplying raw water to one side of the poly ion complex membrane 20, and means for discharging the treated water from the other side of the poly ion complex membrane 20 and apparatus gives high flux at a low pressure while keeping high desalination capability.
