PROBLEM TO BE SOLVED: To provide a manufacturing method of emulsified fuel capable of efficiently and securely manufacturing emulsified fuel having sufficiently high combustion performance and capable of sufficiently suppressing generation of NOx and CO. SOLUTION: In the manufacturing method of emulsified fuel, CO<SB>2</SB>is dissolved in a water phase of water-in-oil emulsion having the water phase and an oil phase comprising fuel oil, so as to obtain water-in-oil emulsified fuel having the water phase including dissolved CO<SB>2</SB>.
