A paper-making sludge treating method and a device therefor, suitable for the production of composite hardened elements usable for various kinds of industrial materials. Material containing paper-making sludge is sucked and dehydrated into sludge cake, or paper-making sludge in a liquid form is subjected to paper-making in a paper-making bath to be formed into a water-containing molded element which is then dried and hardened, to thereby produce a composite hardened element. Since material in a water containing condition is pressurized and dehydrated, composite hardened elements free from warping and cracking are continuously produced at low costs.
