<p>PROBLEM TO BE SOLVED: To solve the problem that, when a bit rate is narrowed down, a quantizing step becomes rough and block distortion increases, resulting in a visual feeling of physical disorder. SOLUTION: An image encoding device is provided with an area dividing section 3 which divides the image of original image data S1 into a plurality of areas, a pre-filter 1 which pre-processes the data S1, an encoding section 10 which encodes the data S1 pre-processed by means of the pre-filter 1, and a filter control section 4 which controls the characteristics of the pre-filter 1 at every area.</p> |
