PROBLEM TO BE SOLVED: To provide a satellite communication system that reduces the cost of a spacecraft and the launching cost by saving the weight of a satellite and its power, and to increases the payload capacity. SOLUTION: The satellite communication system controls processings of ATM communication data cells. A look-up table 664 stores control parameters. An in-bound module 500 receives control data cells from a ground network operation center, routes them to a controller, and the controller corrects the parameters in the table 664 in accordance with the control data in the cells. An out-bound module 600 processes the ATM communication data cells in accordance with the parameters stored in the table 664.
