PROBLEM TO BE SOLVED: To easily reduce bromide ions very slightly contained in chlorine-containing salt water, such as a saline solution, without contamination of impurities into the salt water when chlorine gas is generated by electrolyzing the salt water. SOLUTION: The salt water is supplied downward into a reaction column from its top, and an oxidizing gas and a gas for desorption are made to flow upward from the lower part of the reaction column so as to oppose the flow of the salt water. Bromide ions in the salt water are oxidized to bromine gas with chlorine gas, and then the bromine gas is discharged together with the gas for desorption and an excess oxidizing gas.
