The invention encompasses concrete formulations and cementitious composites formed therefrom, where the concrete formulation includes modified composite particles that are formed from a particulate substrate, such as sand, and a polymeric coating, such as a hydrogel, that localizes on the surface of the particulate substrate to form the modified composite particles.
