PROBLEM TO BE SOLVED: To provide a low cost developing device, a process cartridge and an electrophotographic image forming device where convenience concerning use of the device or the like can be improved by being provided with a developer quantity detecting device of a simple construction where an accurate detection can be carried out with high precision from a full tank state of developer to a near ending state immediately prior to an image failure even in the developing device or the processing cartridge with a long service life. SOLUTION: A multiple number (N pieces) of developer residue quantity detecting means that carry out sequential detection of residue quantity of the developer inside a developer container is provided. The developer quantity detecting device is provided with a 1st developer residue quantity detecting means provided with a 1st electrode member 38 and a 2nd developer residue quantity detecting means provided with a 2nd electrode member 39, and in this case, the 1st electrode member 38 is a plate state antenna electrode member that is a flat stainless steel plate with a width of 50 mm and the 2nd electrode member 39 is a bar state antenna electrode member that is a stainless steel round bar with a diameter of 2 mm. The developer quantity detection device is provided with a developer quantity detecting circuit detecting the residue quantity of the developer by being connected to the 1st electrode member 38 and the 2nd electrode member 39.
