PURPOSE:To save the transmission information quantity without deteriorating picture quality by sending part of pattern without sending all the patterns to be sent or sending part of the pattern to be sent and sending the other patterns with less transmission information quantity per picture element in comparison with that of the part. CONSTITUTION:The transmitter is provided with a picture input means 1 receiving a picture, an area recognition means 2 recognizing the area to be sent in one pattern of the picture from the picture input means 1 and a transmission means 3 sending the picture of the area recognized by the area recognition means 2. Then the picture is inputted from the picture input means 1, the area to be sent in one pattern of the picture from the picture input means 1 is recognized by the area recognition means 2. The picture of the area recognized by the area recognition means 2 is sent by the transmission means 3. Thus, the transmission information quantity is saved without deterioration of the picture quality of a noticed part in the pattern. |
