PROBLEM TO BE SOLVED: To provide a lighting device and luminaire and which may apply high voltage sufficient for the starting up voltage when starting up, and low voltage required for maintain good lighting when lighting. SOLUTION: Duty ratio of pulses from a PWM controller IC1 is altered. At the time of ignition, pulses with short off period are supplied to the base of transistor 6. The pulses from the PWM controller IC1 is supplied to the base of the transistor 6 such that the transistor 6 turns on before the voltage generated at the primary windings N1 falls to the referenced potential. At the time of lighting, pulses from the PWM controller IC1 is supplied to the base of the transistor 6 such that the transistor turns on when the resonance voltage generated during turn-off becomes 0V.
