<p>An input image controller (1) lowers the frame rate of a time-varying image signal as a preprocessing and sends thinned frames and processing information representing fields to an image encoder (2). The image encoder (2) encodes the time-varying image signal the rate of frame of which is lowered by a method conforming to the MPEG2 standards and outputs coded data including overhead information and conforming to the MPEG2 standards according to the processing information.</p> |
