Provided in the present invention are an industrial polyester fiber having high strength and low shrinkage, and a manufacturing method thereof. The industrial polyester fiber having high strength and low shrinkage has the minimum stress at the temperatures of approximately 130-150°C lower than the minimum stress at the temperatures of approximately 180-200°C. According to the present invention, the industrial polyester fiber having high strength and low shrinkage exhibits high resistance with respect to an external load, and exhibits shape stability at the same level.
