PROBLEM TO BE SOLVED: To set an edge depth with high accuracy, and to favorably secure the uniformity of the edge depth by a simple process. SOLUTION: A first cutter mechanism 56 includes a base support member 64 which is mounted to a rotating shaft 62, and a rotary circular edge 66 and a pressing roller 68 are fitted to the base support member 64. The rotary circular edge 66 is mounted to the base support member 64, then the edge tip 66a of the rotary circular edge 66 is ground. After the pressing roller 68 is mounted to the base support member 64, the outer peripheral face 68a of the pressing roller 68 is ground based on the edge depth of the rotary circular edge 66, and the edge depth is adjusted.
