PROBLEM TO BE SOLVED: To provide an earth retaining wall and a construction method for it, hardly exerting influence on an environment and inexpensively and safely constructed. SOLUTION: A soil cement column wall 1 includes: a soil cement column part 1A constructed by placing curable material cured with the passage of time at predetermined spaces in the ground; a first cut-off steel material 9 having a joint and installed with a smaller depth than a sand layer 4 of an aquifer in a clay layer 3 of a water non-flow layer in the ground between the adjacent soil cement column parts 1A; and second cut-off steel materials 7a, 7b engaged with the joint of the first cut-off steel material 9 and installed in the soil cement column part 1A.
