PROBLEM TO BE SOLVED: To solve the problem of the conventional packet communication system that a multicast function requires a huge amount of management information and its management processing for multi-cast distribution, cause all multicast routers require storage and management of an output link list to many multicast addresses. SOLUTION: A multicast group management router transmits a multicast packet to which an arithmetic type address, whose distribution destination can be calculated through an arithmetic operation, is added, and an arithmetic type address arithmetic router calculates the arithmetic type address, so as to decide the distribution destination and attain multicast communication. Thus, the amount of the multicast group management and the management processing can be reduced.
