The present invention relates to a method and an apparatus for efficiently performing carrier aggregation (CA) in consideration of a kind of the cell of license bandwidth and non-license bandwidth and load quality, with an effective selection method of a secondary cell for multiband CA and cell classification according to a kind of the frequency of the license bandwidth and the non-license bandwidth, in heterogeneous network (HetNet) wireless network where the license frequency bandwidth coexists with the non-license frequency bandwidth. The apparatus includes a measurement managing part and a frequency determining part.
