SOLUTION: A destination core network address extraction function 21 extracts a destination core network address and transfers it to an output link identifier list specifying function 22 to transfer the core network frame to a user protocol frame extraction function 23. The user protocol frame extraction function 23 extracts a user protocol frame, and the output link identifier list specifying function 22 specifies the output link identifier list. When the obtained list is transmitted to a frame duplication and transfer function 24 to receive the user protocol frame, the number of frames to be duplicated from the output link identifier list transmitted from the output link identifier list specifying function 22 is specified to specify the frame. The duplicated frame is transmitted to user networks 3 to 5 based on the contents of the output link identifier list.
