摘要

PROBLEM TO BE SOLVED: To provide the video coder that conducts band reduction processing and pixel number conversion processing in response to a compressing difficulty of an image. SOLUTION: The coder is provided with a pre-filter 14 that reduces a signal band of a video signal and a pixel number conversion section 15 that converts a pixel number of the video signal. The pixel number conversion section 15 applies pixel number conversion adaptively to a video signal so as to have a pixel number in response to a signal band reduced by the pre-filter 14. So that a generated code quantity is reduced in the coding processing, the quantization accuracy is improved in the quantization processing and image quality deterioration is suppressed in the coding processing.
