PROBLEM TO BE SOLVED: To surely extinguish a fire without causing external fire spreading during fire extinguishing. SOLUTION: In an asphalt recycling plant, a burner 14 is arranged at one end of a rotatable drum 10, and an asphalt pavement waste material carried into the drum 10 is regenerated by being overheated by a burner 14. A gas fire-extinguishing device 26 emits fire extinguishing gas from a gas head 32 into the drum 10 in case of fire, and extinguishes the fire by suffocation. Concurrently with that, water fire-extinguishing equipment 28 brings about a cooling effect by spraying water, supplied in a pressurized state onto the outer surface of the drum 10, from a water head 56.
