<p><P>PROBLEM TO BE SOLVED: To provide high quality interpretation service that realizes QoS setting which match the capability of an interpretation system by making each edge node autonomously perform QoS setting according to the state of traffic without relying on the management of a management system and autonomously perform QoS setting at each edge node. <P>SOLUTION: On the communication network equipped with a plurality of stages of edge nodes that transfer transmission packets sequentially from an initial stage to a final stage, a communication quality setting program which is transmitted from an initial-stage edge node to a final-stage edge node sequentially along a transmission line for transmission packets is executed to set communication quality and transmit a communication quality setting program and a communication quality setting result.
